The formation of CASA was the result of a need to have a national body who would be
able to represent the Chinese community living in South Africa. The apartheid
government’s attempt to legalise its policy of separate development, by creating a
“Presidents Council” made up of all disenfranchised South Africans but excluding the
majority- ie black South Africans, resulted in the formation of CASA. The community
needed to stand together and reject participation as it was felt that any attempts to
“normalise” government policy without the participation of the majority of South
Africans was doomed to failure from the start.
Although the community voiced its rejection to participation, an individual was
approached by the government and accepted the post. CASA voiced its objection and
disappointment, noting strongly that the individual was NOT the community’s
representative.
CASA has through the years been primarily made up of the older regional associations.
In recent years (last 10 years), CASA has expanded to include the regional associations
from Free State and KwaZulu Natal whose members are made up of relatively more
recent immigrants from Taiwan. CASA is endeavouring to be representative of the
whole community and it has recently invited SACSA and Hong Ning Old Age Home to
attend the executive meetings and biennial conferences as invited guests.
The needs of the community is such that the staging of the Annual Easter Tournament is
now included in CASA’s agenda in seeking to meet the needs of the community. The
needs of Hong Ning in caring for the aged is now also part of CASA’s programme.
While CASA is becoming involved in helping to meet material needs, it is still primarily
focused on ensuring that South African Chinese are treated fairly in terms of legislation.
The problems expressed by the community through a literal interpretation of the
Employment Equity Act, the Black Economic Empowerment Act and the Preferential
Procurement Act has meant that much of CASA’s effort is being centered on negotiating
with government re: clarification of the position of Chinese in terms of this legislation.
The last five years has seen CASA adopting a more open approach by involving regional
associations. Executive meetings now take place in all regions on a rotational basis.
This has allowed the committees and communities in all regions to meet and participate
in at least one executive meeting every two years.
It is hoped that CASA will be able to guide regional associations and ensure that greater
co-operation between regions will increase and become the norm and not the exception.
